- Plan bidding or tendering for all items.
- Make purchasing plan for the entire project, meeting construction progress.
- Calculate detailed volume under my responsibility. Manage volume under other departments.
- Prepare a budget for bidding or invitation to bid.
- Clarify the bidding or invitation to bid content with participating units (if permitted by the Board of Directors).
- Analyze and evaluate bidding documents (Drawings, technical criteria, estimates...) sent by the Board of Directors or direct manager.
- Analyze and evaluate documents sent by contractors, suppliers, etc. to the Investor such as: Quotations, drawings, construction methods, progress, etc. sent directly by the Board of Directors or managers.
- Plan budget for purchasing and payment to units such as: suppliers, contractors,...
- Participate and give opinions in selecting contractors, suppliers and give opinions in drafting contracts (if requested by the Board of Directors or direct manager).
- Prepare payment and settlement records for signed contracts in accordance with contract regulations.
- Control arising issues and promptly report to the Board of Directors or direct manager.
